In a stem-and-leaf plot, the stem tells the first part of the number and the leaf tells the last digit of the number.

Count all the leaves in the rows with stems 3, 4, and 5.

In the row with stem 6, count all the leaves less than 5.

You counted 4 leaves, which are blue in the stem-and-leaf plots above. 4 bushes have fewer than 65 roses.
